Spark Policy Institute develops innovative, research- and community-based approaches to help our partners solve complex societal problems that defy easy solutions.

 

OUR PHILOSOPHY

Spark Policy Institute partners with stakeholders throughout the country to develop innovative, research-based solutions to complex societal problems. We combine community and stakeholder-driven research with practical, hands-on experience and best practices, allowing for solutions that bridge sectors, issues, beliefs, and values. By integrating diverse policy systems, we identify and develop the best solutions for all stakeholders.

 

OUR INNOVATIONS

Spark's focus on innovation, creativity and adaptation, combines with a passion for making complex work less abstract and more hands-on. We have developed a wide range of tools, processes, and frameworks that are both informative and highly-accessible for our partners and other social innovators, enhancing their ability to ignite social change.

Spark is a national leader in using community engagement, research and evaluation, fiscal integration, real-time strategic learning, and adaptive planning to address complex societal problems. Our services cover a wide array of skillsets and expertise, all oriented to igniting sustainable and meaningful change. In addition to ensuring accessible, useful work products, we specialize in non-traditional and adaptive strategies with a focus on equitable, inclusive, and participatory processes that engage our partners every step of the way - from small successes to big wins.

 

OUR PEOPLE

Spark's innovative team-based approach ensures every challenge is met with flexibility and creativity, so we can apply the right skills and expertise at the right time. Our team includes a mixture of researchers, facilitators, project managers, and product developers, with backgrounds that range from policy analysis and law to cognitive psychology and social work, and even to geography and journalism!

 

HISTORY

Founded in 2004 by Jewlya Lynn and Pilar Ingargiola in response to the need for expertise on cross-system issues in service of visionary change, Spark Policy Institute has worked with partners across the country on a wide range of efforts. Originally we called ourselves, "Consultants for Systems Integration" with the plan of creating a loosely affiliated network of people who wanted to support visionary, systemic change. Just two years later, we were deeply invested in supporting systemic change in the children's behavioral health system, juvenile justice, health disparities, education, water policy and more. Through this work, our early team created a vision for an organization that can create meaningful change by helping to solve complex problems.

 

Over the next ten years, Spark Policy Institute grew from that small group working out of the back of a house to a team with partners throughout the country. More importantly, we grew our skills, knowledge, experience, and passion to solve complex problems.
